Society as a whole has to change, so that the people entering the police force already have some basic decency and ideas on proper ways to interact with people. The thing that sets humans apart from everything else in the world is our ability to reason and make judgment calls. We shouldn’t try to engineer or legislating our way out of having to think, we should start training people to think more logically and scientifically about things. Then a basic part of police training should be ethics and crisis management, at least to a higher degree than it is now.
